When has Windows finished Loading?

Hi, does anyone know of a freeware application that would perhaps popup stating windows has finished loading?
Sounds a silly question but the kids are eager to get computing when it's still loading startup programs etc. Maybe something that would monitor CPU usage dropping below a certain level then a message would be displayed saying winows completely loaded for example. They could then carry on computing. (It's a slow PC).
They are 8 & 10 so please no technical suggestions that would involve mointoring system etc. A simply window saying press okay windows loaded would be great.

This will be very difficult to do as Microsoft does not have a built in tool for this and god only knows what is loading up when your pc starts up.
you can have applications starting up from several different sources, your startup folder on your menu and run in the registry are just two examples of this. If I was going to do this on my PC I would find everything that is starting automatically, i.e virus protection software and put it in a batch file. The batchfile would look something like this.
cd\
cd program files\grisoft\avg.exe /hidden
pause 20
next program etc.....
at the end we would have an entry like
echo windows has loaded
Everything would have to be removed from startup and the run registry settings. As I said it would be complicated and probably not worth doing.0 -

I was moaning about the time taken to boot/switch on my mobile phone, to which the kids replied: Dad, why do you turn it off?
