Do I have to declare an accident caused by someone who drove into the back of my car when I was stationary in a queue of traffic, when applying for a quote at car insurance comparison sites? If so, will I penalised by higher insurance even though the lady admitted full responsibility and paid up for a new rear bumper assembly through her insurance?

Yes you MUST- you have to declare all - regardless of fault or non fault.
Some insurers will charge higher premiums if you have had a non fault claim, as statistics prove that people who have been involved in a nonfault incident are more likely to be involved in a fault incident than someone who hasnt.
Through research however I know that Churchill do not penalise for non fault claims0
