Where to move money to??

I have been looking around for a while now but I can't find anything that meets my requirements.
I currently have an old barclays ISA with £9k in and I am looking to transfer this all into a new one with a better rate. The current rate is around 4.2% I believe.
The following must apply for me to move it.
- Transfer in ISA
- Interest paid monthly
- Accessible online
- Fully supported by FSA (ie - not Icesave etc)
- The higher than 4.2% the better!
After looking around I'm finding it hard to find somethinng that matches all the criteria.
Any help would be greatly appreciated :-)
