I would certainly uninstall Norton as soon as possible
It sometimes seems more like a virus than some virusus do

There are a number of replacment options- depending which OS

Avast or AVG - virus protection
Although free version on AVG insists on scanning the WHOLE pc every time

    Defender - spyware protection

Firewall - the windows one will do to protect incomming, should be no outgoing ( which windows won't warn of) if defender is running

There is a piece of software on Nortons website that will uninstall everything and I suggest you download that.
    Norton Removal Tool

Also if you have a router I've found using it's firewall if enough as Windows Firewall does slow the internet connection slighty.

You need to download the Norton removal tool, otherwise it is difficult to get rid of completely, download from here:-

Ignore the bit about saving your product key you only need that if you are going to re-install it.
