Abbey taking double on swith payments

Hi All,

My father has an account with Abbey, he had about £38k in his account and recently bought a motor home on switch for £23k, when he checked his account after the payment his account was -£3500 overdrawn and all his money was frozen. talking to the bank manager he was told that the "authorisation company" took the payment of -£23k, then matched it with a further -£23k from his account total-£46k,but they will give him the £23k back in 3 days time, the branch manager has washed his hands and states "its nothing to do with Abbey" I Would like to understand if this is common practice to "match" switch payments, as it sounds very strange.
