I'm not sure what sort of website you want to create, but if it's just a simple one for your own personal purposes, the easiest way is probably to write the HTML by hand (using a text editor like Notepad). The site http://www.w3schools.com/ has some excellent, very easy-to-understand tutorials to get you started.0

Googles free online page creator is one of the best out there:

Plus with Google, you know its not going to go anywhere
[i.e. the company has very little chance of folding, or disappearing and taking your site with it]
Plus Google is safe, they're not going to rip off your code/content, and they have immense safe-guards against data loss.
- e.g. with a small company, they may not have backup sites, servers...or even backup some user data.

notepad++ - if you use anything that automates it you'll end up with somthing that looks shoddy or doesn't work well and you won't know what/how to fix0
