when does total disregard of maintenance for Housing Benefit come in?

First, apologies if this has been covered, I have done a search and drawn a blank.
This question is for a friend who is a single parent and receiving maintenance for her daughter. There are proposals to totally disregard maintenance when calculating housing benefit/council tax benefit, but all we can find out is that this is proposed to be introduced by end 2008.
Does anyone have any firmer information please?

I was told, by a friend who works in the local housing benefit office, that it's October this year

It is income after all.
