Jif cream (not spray) or Barkeepers Friend might work, though as stated above, try on a bit you can't see first as it may dull the finish.0

The room is a bit damp and we get condensation - where I hadn't noticed it (been going around with blinkers on I think) it's gone a bit black from that and is proving really hard to remove. Be wary of using Bar Keeper's Friend - wonderful stuff, but it's pretty abrasive. Jif (or cif now, isn't it?) should do it, and is only very mildly abrasive.0

you could try some magic eraser it get of most things.

I find a normal white eraser (good quality) gets rid of a fair number of scuffs and black marks around the house. I also have black (possibly ground in dirt ) marks on my PVC frames where condensation has obviously pooled and I haven't noticed due the clutter of stuff in front of it on the window ledges....namely photo frames .... will have a fish through my ds's pencil case for his "good" staedtler (sp?) eraser and have a go!Must learn not to count chickens before they are hatched!!!!:D

The best thing I have used for cleaning UPVC frames is Milton Sterilising Fluid.

Good question, same thing happens to mine too! I presumed it was mould and have sort of been ignoring it which isn't exactly the best thing to do... I do have some dettol mould and mildew remover spray which could help.0
