Of course both Freepost and the BRS (Business Reply Service) methods require the receiver to pay. However, it was (and I assume still is) possible to buy pre-paid postage envelopes - the postage is printed on.
So those could be used in conjunction with advertising, but it would be fairly costly, untargeted, advertising which is why they probably haven't sold too much of it and therefore have no envelopes to supply.0 -
