council house purchase/swap -help please

My bf's mum has just died. She has lived in her 4 bed council house for just over 50 years. One of her sons lived with her as her as he has mental illness. The mum was against buying the house. A couple of months before her death, she added her son to the tennancy.
The family are naturally concerned about this son and are looking at his options.
I am after some advice about a few things:
1) Does the son have a right to buy with the discount that his mum would have recieved? He could contributed some of the money from savings and the rest would come from the family.
2) Would the council let him stay in this size of house as a tennant?
If not, could he swap with a cousin who has a two bed house (and a growing family) nearby?
3) If he has a longish spell in hospital (mental health), would he be allowed to keep the house.
It is in Scotland, if that makes any difference.

sorry I can't offer much help at all but thought I'd bump you up as you haven't had replies.
I know there are strict rules on what happens to the property when the tenant dies.. try looking at shelter's website as they are the best site imo for housing issues and info http://scotland.shelter.org.uk/advice/index.cfmKeely0
