Dodgy Gas Appliances

Hi
I think this is on the correct board.
I purchased my new (1st) home in May and the gas fire knob got stuck and i was unable to turn the fire off. Transco came out and sorted it but then said we gave a 1bar drop in pressure, in short, a leak.
He didn't know where it was coming from but as it was immediately dangerous, he cut our gas off (it's still off). We called an engineer who said there's been a leak for years. He mentioned new regualtions came in April (bought in May) that stated something to do with paperwork when selling a house re: service of gas appliances. Should we have received something to the effect that the gas appliances were in good order???
Can anyone shed any light on this??
Cheers
