You can oopen as many ISAs in a year as you want but you are only allowed to put money into one of them. As long as the other one stays at £0, you are fine

...but bear in mind that some ISA providers won't let you open an ISA at zero balance; they will only open with a cheque / bank transfer or previous ISA transfer.
Some providers, however, will accept cheques ready to be deposited on April 6th (which is what my new provider did this year - I gave them a cheque in the 07-08 year for them to use for 08-09).
