Hello,
The following information has been taken from the Royal Mail Website, addressing customs information:
---8<---
You will need a Customs document for all Small Packets and other packages containing goods to destinations outside the EU and these specific EU destinations: Andorra, Canary Islands, Gibraltar, San Marino and Vatican City State
You do need a Customs declaration for Small Packets and other packages containing goods sent to the Channel Islands - postage rates to the Channel Islands are the same as those to the UK but Customs declarations are necessary
---8<---
So from what I gather, if the destination EU country is not one of the above, then you do not require a customs declaration.
Click the link for the full information regarding customs and sending items abroad.
Hope this helps,

Assuming it has value post it Airsure (£4 extra) or International Signed For (£3.30 extra). Both recognised by Paypal as acceptable methods of postage, Airsure is faster.
Also remember to mark it a "Small Packet" and confirm this with the PO otherwise they will charge you basic airmail price which is 40%-50% more expensive (don't ask me why I don't understand it either).
Go to the Royal Mail site to see the exact listings.0
