Firstly tell him to look on http://www.hostelworld.com/ for accommodation in Dublin. They rate each hostel, so he'll get a fair idea of which hostel/b&b will suit him and his budget best.
In addition, the Lonely Planet Guide to Dublin is an excellent resource, in addition to the Lonely Planet website: www.lonelyplanet.com There are message boards on there, similar to here and split up into different countries/areas of the world, with a very active one on the UK and Ireland.
I hope that he has a good time.................

We've used the Anchor Guest House a couple of times and it's clean, comfortable and good value. It is in Lower Gardner St, which is within walking distance of the central area. It is also on the route of the bus from the airport, #41. (Tip: don't use the special airport bus for 5euros, use the #41 from the next bus stand, 1.10euros)

The three places i can recommend are Jacobs Hostel, Isaacs hostel and Barnacles in Temple Bar.
Have stayed several times in each and all are really nice places. Jacobs and Issacs are run by the same people and are convenient for the Bus station whereas Barnacles is right in the hear of Temple bar.0
