housing benefit advice needed

Myself and my partner dont live together he lives on his own in a flat and has been on job seekers until recently when he found himself a full time job which started 3 weeks ago.
He has contacted the whg which is his landlord and had signed off but has had to pay rent as they contacted him yesterday and told him that his rent was in arrears shouldnt he have had the 4 weeks free rent run.
Where is the best place to go form here as at the moment its a bit hard to contact anybody as he has a driving job that starts at 7- 5pm and they wont speak to me about his circumstances.
