Removing paint spots from car?

My decorator has managed to splash my car with hundreds of tiny spots of water-based exterior emulsion. Repeated washing hasn't removed them. Does anyone have any ideas please?

Sorry I have no solutions for you, other than T cut.....and I'm not sure whether or not that would be a good idea
