I have been living in the USA for 3 years and still the Revenue and Customs are saying they want the 2k back for overpayment a year or so before that. Do I have to pay them and if I do not can they issue any debt agencies here to collect?

No , other than it was theirr mistake initially and they only let me know when I arrived here. If I can find a way not to pay it without breaking any laws, of course0

I do not intend to return permanently to the UK , only on holiday trips. They have said they can instruct debt collectors here to get me to pay in full0
