PayPal want me to file a Police report over a SNAD claim

I bought a guitar for £25 plus £15 p&p. The guitar was incorrectly described as an Echo brand when it was actually a cheap Encore brand. The seller would not agree to a price reduction and was very snotty and unhelpful so I started a claim with PayPal on the basis of “significantly not as described”.
They have sent me a few requests for more details which I have provided, even though I had already sent them full details.
Now they have asked me to file a police report and send them the details.

I have replied saying that this request is ridiculous as it is not a Police matter.
Have PayPal made a mistake or is this normal?

In order to continue this investigation, please file a police report with
your local police station that highlights your issue and fax a copy of the report to PayPal. This document should be on headed police paper/stamped police paper and clearly show the problem with the transaction.

It sounds to me as though they're confusing their disputes. I'd give them a bell.My TV is broken!

Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0
