    It's a combination of the difference int he way Windows and the Hard Drive manufacturers report the space and a small amount lost to overheads in formatting and partitioning.

    I don't think the amount used by windows is relevant as I think the OP is looking at the total capacity not the free space.

    It's about time the manufacturers and Windows started reporting the space correctly in GiB to avoid this confusion.

    you got it right i'm looking at the total capacity, it will really be nice for manufactures to give us a "clear view" of HDD capacity at least one can add extra HDD to cover the difference.
