New toilet leaking water everywhere

I hope someone can help. I had a new bathroom fitted a couple of weeks ago. The last couple of days I've noticed the floor was wet. First of all I put it down to me getting out of the shower but it's not that. The skirting board behind the toilet is wet and there's water coming up through the vinyl tiles.
The guy who fitted my bathroom is on holiday but I've texted him. Should I just call a plumber? Is there anything I can have a look at or do? And if I have to call a plumber surely I take the money off the guy's bill to me?
Oh, I should say there was a leak dripping from the pipe to the toilet before he put the toilet in. I had a bowl under it for weeks tho and it did fine.
Guess who's not doing my kitchen?!

If you think its the toilet
First of all I would try and identify if the leak is from the clean water feeding the cistern or whether this is leaking from the waste water that gets flushed down the toilet , If it is the waste it may be just a badly fitting pipe on the the base of the toilet , if not there may be an isolating valve onto the water supply pipe feeding the toilet , If there is this can be turned off and then the cistern can be fushed and emptied to the toilet this may stop the water leak untill you identify where its coming from.The trouble with work is that it interferes with living0 -

There will be an isolation valve below the cistern, normally silver in colour with a flat head screwdriver fitting to turn it on or off. Run yur hand round that and see if it is wet. http://www.ultimatehandyman.co.uk/ball_valves/service_valve_closed.jpg
The waste water pipe will be at the back of the toilet at low level, normally be grey in colour. See if it is leaking where it joins the toilet pan at low level.0 -
I've just been all round the toilet and can't feel anything wet dripping. However, the bit with the flathead screwdriver fitting is on the other side of the wall! I have a feeling it must be that.OD Girls On TourBarcelona 2008 - Dublin 20090
