Cheapest & Safest way to send money to Brazil for a item

I want to buy an item from somebody who lives in Brazil what is the best and cheapest way to send $US270.
Western Union want to charge me £21 and the person in Brazil can only pick up the cash in local currency.
Paypal will send it but will not let the person in Brasil transfer it to their bank account they can only use it to buy goods.
Any ideas.
