I work for LTSB, and although not on the counter, I do work in branch. I am 99% sure we don't have any manual bacs slips.

You have been told correctly, a chaps payment is really your only way of a secure electronic transaction. Otherwise, a cheque, or as mentioned smaller transactions.

As mentioned before, we are one of the only countries in the eu which does not pay a fee for a standard bank account to cover the services that you use, and although th fee may seem harsh to you, it's a business not a public service.
Money, money, money, must be funny....in a rich mans world.

Sorry Dunstonh but you are wrong. Each bank nowadays only holds credit slips for its own bank and only preprinted slips (such as you get with your bills etc) can be accepted for other banks.
What you are referring to was stopped at least 10 years ago!

Thanks for the update on that. I could swear there were BGCs on the counter of my Lloyds bank when I paid a cheque in the other day.

My mum wanted to transfer some money from her Lloyds TSB account using BACS to my First Direct account - I couldn't believe it when they said she had to pay £30 ! If the only "free" option is to write a cheque, surely this costs the bank far more to process than an electronic BACS transfer, and yet a cheque can issued for free ? This doesn't make sense to me.....

A CHAPS payment is labour intensive. It requires two management level of staff at the sending end and two at the recieving end. Part of the cost is to cross subsidise the work involved in receiving them.

Plus, there is no facility to recall a CHAPS and that places a business risk to the bank.

    CHAPS is not BACs

So what is the issue with denying "over the counter" users access to BACS, and yet allowing it to internet and phone users ? This seems to penalise the lower paid and elderly as they are much more likely to rely on OTC services

Length of time it takes to process and risk of human error.

and yet allowing it to internet and phone users ?

with internet you take on responsibility and phone users have more time.

Rubbish. They are more likely to have the BGC on the bottom of their bill and the bank makes cheque books available free of charge for those times when bills need to be paid.
