Buying a car in Spain

We want to buy a car in Spain, we have a property over there but at the moment just go for holidays, with the view on long term to retire there.
We have our NEI numbers which we needed to buy our property.
I believe the Spanish law changed at the begining of the new year,now they require you to be a "residenty", but how could this be, when we are all in the European Community.
Can anyone shed any light on this for me and perhaps explain.
