icesave, anglo-irish, etc..

I hold some savings accounts with 2 foreign institutions, Anglo-Irish Bank and Icesave (part of Landsbanki), both authorised by the FSA and protected by the FSCS. These institutions, however, have opted for the 'passport scheme' which allows them to have some of the compensation covered by their home country. My question is what would happen in the event that the home compensation scheme fails to pay the first part? Would I still be able to claim up to the full £35k from the FSCS?

Has anyone here asked the FSCS (or the banks) this question?
