Natwest Bank Charge

I recieved a charge last week of £38 because my account did not have enough money in it. The account didnt go into overdraft as the payment simply bounced. Is this charge re-claimable? I have tried looking at various threads but all seem to discuss a variety of bank charges and so wasnt sure if this was one of them.
Also, if it is, i am surprised banks continue to charge so much even though they have had to pay out so much already!
