    I did something similar at one of my properties about 8 years ago. Do not underestimate the amount of work involved. In fact, by the time you have met building and planning requirements, done all the groundwork for utilities, drainage etc., you might as well knock the garage down and start from scratch.

    I think they can class it as an annex to the existing dwelling if they wouldn't get PP for a seperate dwelling.

    A 16'x16 I'd say was a double-garage and it says £15-20,000 for a double.
    But on top of that would be your professional fees/costs (plans etc).
    And if you're going upstairs I doubt that price of £15-20k means upstairs too so you can probably almost double it.

    Thank you all for your excellent advice as usual. I'll contact the local planning department, who have been most helpful in the past with knocking down an internal wall, and work out some figures.
