N Power! Should I change to them?

Is this 'sculpting' still being applied? I am looking to change to N power for gas, but am concerned about this. I can't find any info regarding this on their website!
Also if it is still being applied, would it be worthwhile looking to change suppliers again before next winter, thus taking advantage of the lower amount of higher priced units that are charged during the summer?
What does anyone think? I added this to another thread, but, think I may get a better response with it's own thread.

If you do not have a daily standing charge, all companies charge a higher rate for the first xx units you use(primary units)
Every company used to charge for primary units at an even rate throughout the year. So if your tariff stipulated 4572kWh per year you would be charged for 381kWh per month.
NPower have now changed and they charge far more in the winter months(and less in the summer) This is to ensure that those who do not use 381kWh per month in the Summer still pay for 4572kWh per year; and of course your bills are much bigger when you are using more gas anyway.
However NPower seem to have found a way of ensuring that you pay for more than 4,572kWh per year.
It would appear that they 're-set' the annual allocation when they change their prices(this is not confirmed as the reason) so that their customers pay for, say, 6,000+kWh hours at the high rate in a 12 month period.0 -

January - 28.46 kwh
February- 31.51 kwh
March - 8.76 kwh
April - 9.04 kwh
May - 1.47 kwh
June - 1.58 kwh
July - 1.47 kwh
August - 1.47 kwh
September-1.52 kwh
October - 8.75 kwh
November- 29.41 kwh
December -28.41 kwh
