can i reclaim the ppi

i had a secured loan with black horse for £8500 the ppi was a single payment added to the loan and in total over the 120 months would have cost us £7534.80, we paid it off a year and a half ago after remortgage our house. would i be able to claim this back , i know when we took out the loan they were rather keen that we took this out basically saying we had more chance of getting the loan if we took it out.
