Flying with 2 infants

Hi,

Please help.

Me, my wife and our 2 infants (17 and 1 month) would like to fly to Canada, to visit my in-laws (who I have not met). I must be back within 2 weeks and the family will follow a month later.

Q1. BA will not allow 1 adult to accompany 2 infants (there must be 1 adult to 1 infant) Does anyone know if other flights will allow the above?

Q2. At least one of the infants will not need a seet and most websites I have visited are charging for the month old as if he really needs a seet-Anyway around this?

Q3. Can anyone recommend the best flights & fares for a family of 4?

Your help would be very much appreciated.

Quite simply for safety reasons I don't think an airline will allow 1 adult to look after 2 infants. It's not even possible to strap two infants to one person for take off / landing with the infant seatbelts. I think you're going to need a second adult.
