On street car parking
I live in a holiday resort town and along side the main car park (which charges all year) is a road where car parking has always been allowed during the winter months, despatch the double yellow lines.
As a local resident I have always purchased a 6 months Summer season car park ticket and then parked on street during the Winter. In fact, at one time the Council Car Parking attendant asked me to park in the car park (free) because the presence of my vehicle parked on the street was making it known to other motorists (tourists) that they could also avoid the car park charges.
Although, of course the double yellow lines still exist, NOW the lamp post signs which stated that Winter parking is allowed have gone missing. I can only assume that the Local Authority has taken them away in order to create a grey area and dupe visitors into using the fee paying car park. If so, it is certainly working because no-one is daring to park on the road now.
Am I correct in thinking that if no signs are displayed, the double yellow lines are irrelevent and therefore, motorists are legally allowed to park there.

This used to be the case but isn't anymore. Found the same advice on several county council's website (this one is an excerpt from the Canterbury County Council, Press release March 03):
"New regulations from the Department for Transport mean the city council no longer has to put up a no waiting at any times' sign when laying double yellow lines.
Until now, double yellow lines were only legally enforceable when the sign was displayed on posts or streetlights close to the section of double yellow lines. With the new rules, the sign is no longer required."
