How old is the laptop? If a few years old it may only be a -R/RW writer or +R/RW writer and not one that can write to both - & + formats.

If you have a -R writer and put in a +R disc it won't see it, same if you have a +R writer and put in a -R disc.
It's PAC not PAC Code, it's MAC not MAC Code, it's PIN not PIN Number, it's ATM not ATM Machine, it's LCD not LCD Display, it's DVD not DVD disc... It's no one not noone, It's a lot not alot, It's got not gotten... Panini is the plural of panino - there is no S!!

Open Device manager and check for red or yellow mark against DVD/CD rom drives . If so their is a problem . You could try removing the device/install from this tab reboot and let windows find the device again and install relevant drivers .
If you go into the BIOS you will also see if the bios sees the DVD drive .
Try running a cd cleaning disc as it could be a bit of fluff on the laser lens .
