Patio

Options
I've just had a new patio layed by a landscaper and now just one week later a good number of the stones are loose. It was bad weather when they were layed and the guy who did it said he wasn't surprised some are loose and has offered to relay the offending slabs. Does this seem reasonable - ie is it possible that slabs can loosen soon after fitting or does it point to a more significant problem with the way the patio was layed? He's done a good job on other aspects of the garden and no reason to doubt him, just a little concerned that about 30% of slabs have not 'taken'.

All help appreciated.
