PC keeps resetting and LCD problem

I have had his home built pc for about 18 months now, I haven't added any new hardware to it recently. Its a dual core 2, 2gb ram with xp and pci-e card
Last week playing a game the pc reset, screen went blank and pc rebooted, in the end I went back to a old image backup of drive C in case it was something daft
It seemed okay for a while but its now resetting again for no reason, even just watching a avi file for a few minutes, or print something, it might not do it for a while
I noticed the first few times the HD drive light goes mad when it resets but it wont boot up I have to turn it off at the psu to get it too boot.
Also when it does turn on it turns within a second and back on and off then back on just by pressing on/off switch once.
Its always been odd though since I got it, when you turn on it turns off and then back on again but not as many times as it does now
I also reset the bios back to optimium in case it was that but didnt make any difference
I suspect its the psu at fault. Its 400w and came with the case. I have ordered a new psu unit Coolermaster IGreen 600W PSU hoping it is that.
Also the last few months my Viewsonic lcd monitor display a line at top of screen its faint and can only be seen on certain things like jpegs or video. It isnt the pc as I have two inputs on the lcd which connect to two pcs, one dvi which is the pc I am having problems with mentioned above, and other vga to another pc, it is same on boths pc so cant be pc at fault, is the lcd faulty?

All of the problems that you have mentioned here seem to relate to your graphics card, it may be that the graphics card isn't seated correctly in the PCI-X socket, it maybe the PSU is not providing enough power to the graphics card when it demands it, i.e. will work ok until you use something that takes a bit of GPU time like a game or video and as the GPU does more complex tasks it needs more power from the PSU, it could be a number of factors but without seeing it for myself it is very hard to make a correct diagnosis.

Hi yes I checked the pcie card, it did look like it was slightly out when the screw goes in to fasten to the case. However it doesn't seem to have made any difference. Its odd how its just started now though even though I have played games or HD video without any problems
I suspect its the psu, although it could be the cpu wanting some of that compound stuff0 -
