So back to the original point of the thread, does this mean all of MBNAs 'daughter' companies will now be charging for balance transfers ie Virgin?

Very good question. We are doing a poll on the stoozing website and it looks as if Virgin may still be a good bet. 17 people have responded saying their Virgin Ts & Cs have not changed, but 2 have said they have.
