I have a french bank account. I have not been charged a fee for having the account. I have never been charged for a pin advice.
You are correct in saying that it is illegal to bounce a cheque though. The first time you do it, the bank are obligated to tell some authority (can't remember which) and you must pay the amount into the account within a set time period. There is no charge.
The second time you do it, your situation is looked at and it is then decided whether or not you will be banned from having a bank account for 10 years.
Still, no charges.
