Help needed in reaching web page

help needed in reach web page
Had to reformat my laptop and was able to view this page but now i am unable to view it and get the follow message

The page must be viewed over a secure channel

Technical Information (for support personnel)
  • Go to Microsoft Product Support Services and perform a title search for the words HTTP and 403.
  • Open IIS Help, which is accessible in IIS Manager (inetmgr), and search for topics titled About Security, Secure Sockets Layer (SSL), and About Custom Error Messages.
Have tried putting http into the address but still the same message

    You're supposed to be able to download a certificate to access the website, but it seems that the person responsible for the site hasn't uploaded one, see here: http://support.microsoft.com/kb/298805 for more.

    It could have been worse. At least source code's not combustible, or you can bet somebody at McAfee would have lit it.
