0% Balance transfer - full amount not being transferred.

Hello all, was wondering if anyone can offer any advice.
My partner applied for an MBNA Platinum card, on a 0% balance transfer offer to transfer the balance from his HSBC existing card.
He applied online, filling in the details of how much he wanted transfering etc etc.
2 weeks later he received a phone call telling him his application was successful and what his credit limit would be (which was a couple of grand more then he needed). He was told the transfer would take place in 7-10 working days.
After the transfer not happening he gave MBNA a call and they said the transfer hadn't been made because he only had a limit half of what he aplied for.
Understandably he was annoyed because if he couldn't transfer the full amount it isn't really making us any better off.
Eventually he managed to get the limit upped by another grand, but still not the full amount he had initially been told.
We are now several weeks into having this card and after being told to send statements from the old card to show the limit on that and having to make several phone calls, they are now saying that they can't give my partner the amount he wanted in the first place.
We have been told that there is a process that has to be made to determine how much they will give you. We were not told this initially and obviously because they told us we were getting the full amount we applied for we are very angry and in a situation where we now have two credit cards to pay, one at the beginning of the month and one at the end of the month.
Had we not been getting the full amount in the first place we wouldnt have taken the 0% balance transfer.
Can anyone offer and help and advice as to what we should do next if there is anything we can do?!!!!

Take their best offer and make the most of that. Once you've got an MBNA card there are tricks that you can do to consolidate future MBNA card limits.
No reason to stop at one card though, you could apply for another card and move the rest of the balance that way.
I got accepted for 5 new cards in January, no reason to stop at 1 to clear the balance
