HELP! Paypal Chargeback advice needed

Hi everyone, I'm looking for a little bit of help:
In January of this year, I sold a phone on ebay to a user in India (I'm based in the UK). I sent the phone through international recorded delivery and received an e-mail from the user confirming that it had a arrived and that he was very happy with the product. In addition, he left me positive feedback to express his gratitude.
A month later, a chargeback was filed with the credit card company and the money was taken from my paypal account. I contacted the buyer but there was no reply. So, going onto his ebay account he noticed he had bought 5 other phones over a ten day period (his only transactions). Contacting those sellers, it appears he had done the same to them. Obviously, he was using a stolen credit card.
I provided paypal with all the information they asked for - tracking information confirming the item arrived, copies of an e-mail in which I confirm the delivery address with the buyer, copies of the e-mail in which he confirms the item had arrived and a copy of the positive feedback he left. I also informed them that the same thing has happened to 5 other sellers.
Despite this (and the fact that paypal charged me £7 for the appeal!), I've just received an e-mail from paypal saying I have lost my appeal and the credit card company has 'decided in favour of the buyer!'. Don't they realise....the chargeback was not done by the buyer! It was a stolen credit card. I was under the impression that, if a stolen credit card has been used, it's the credit card company's responsiblity to accept the cost as they have failed to provide adequate security measures to stop it happening.
Despite this, paypal are refusing to give me any details as to why the credit card company refused my appeal and will not even give me the details of the company so i can contact them personally! I feel like I'm standing in the street being robbed and there's nothing I can do about it!
Please, if anyone has any advice on how best to move on this, I would be most grateful. I would sooner die than give paypal or the credit company my money!

in order for you to have any paypal protection you must only send to a confirmed paypal address. only addresses in the uk, usa or canada can be confirmed so as you posted to India this is why you have lost the dispute.0
