i think a bank would be very unlikely to give you finance for your idea, although they may reluctantly give you a business account aslong your history is good and you have some money to put down.

the reason i say this, is that i had a small business in the past and when i opened up my account and explained my business idea, the woman in the bank said to me "thank god it's not another bloody cafe!". she then explained that it's the most common business idea they are presented with and one of the most likely to fail, usually because if a cafe was viable in a given area, there would already be one.

but good look with your business, though.

have you picked out an location ?

Before any organisation will lend you money, you need a clearer idea of all the details involved and be able to present a business plan - verbal and probably in writing, to them

If you are looking to borrow money from a bank you would need some capital of your own to begin with. A bank will not lend you ALL of the money and you would also need a good business plan.

Are you looking to rent a cafe or buy a cafe?

A good place to start when thinking of a new business is:

    http://www.businesslink.gov.uk/

They have a new start up section.

Also you should contact your local council they may also have some local iniatives going.

You may be able to get grants and low cost loans this way, but you should be able to get plenty of practical advice on starting up a business.

They'll help you with business plans and such like too.
