Transfer photos to CD - .JPG file error/mismatch on copying to CD for 1 photo

I am transferring my photos to CD using Roxio Creator Classic 6.2.
I am making 2 copies with one CD as a backup.
After transferring I am checking all the transferred files on CD are exactly same as ones on hard drive using FC dos shell compare command, before I delete photos from hard drive.
eg.
fc * g:\foldername\* >..\fcA.txt
I have found that 1 photo/file on both CDs, the same photo, is not exactly the same as on the hard drive.
This difference/copy error/mismatch is exactly the same on both CD copies.
If I compare this photo on the CDs with original photo on the hard drive, I can see a small difference, a small square, wrong colour, that doesn't match.
This must be caused by the copying error/mismatch.
The copying error doesn't seem to be an intermittent copy error, as the difference is exactly the same on both CDs.
Any ideas why I could be getting this photo/file copy error/mismatch on 1 photo ??
