Right to switch away from Electricity Key Meter

If someone is lettign a property where there has been a key meter installed, and after using it for some time the tenant prefers to switch to a normal electricity credit billing account, does the tenant have to pay a fee for removal of the meter or if the tenant has good credit is it an absolute right to switch away from the key meter for free?
