citi platinum mastercard - please clarify

Hi ya,
I just want to clarify this for myself.
I'm looking at the citi platinum mastercard for (myself) but in my husnabs's name with my name on it aswel. and am i thinking that i will be only charged the 4.9% until i pay off all my debt even if it takes my 5 years for example and so if i cut it up do i need to ignore all the other interest charges and rates.
What does the 4.9% apply to?? is it the interest rate that i will be charged per month in my repayment amount.
Also can i apply for my husband and then shift my balance transfers onto the card and repay it back that way
