    So someone who has £21.9k invested has won £25k, but what does the "Bond Value" of £25 represent? I thought each "bond" (i.e. number) was worth £1?

    It means they bought a block of 25 individual £1 bonds at the same time.

    Or they could have held separate 2 blocks of £1,000 and sold £999.

    Yes most likely they had an ancient £1 paper bond and then bought £1,000 last year.
