Quote to fix external waste pipe - plumbers/drains

Hello,
I live in a 3rd floor flat and have a major problem with my external waste pipe from the kitchen. The pipe has become dislodged from the external wall so all water is pouring out into the back court. Due to the location of our flat scaffolding needs to be erected to fix the pipe, the actual work is straight forward however the cost of the scaffolding has made the quotes sky high.
I've had two quotes from plumbers both approximately £500 icluding VAT.
This is a lot of money and so i'm trying to get an idea whether these quotes are reasonable. Perhaps there are other trades that could perform the job better, i'm eager for any advice or sugestions?

I'd have thought that the scaffolding was at least £300-£350 of that quote, so it might not be that out of the way.A house isn't a home without a cat.

Is it entirely your responsibility or is the some provision in the maintenance charge?
Could you work out the cost of hiring a tower from a local HSS or similar.?
