Help! GE Money cowboys-£3 per statement!

I have today finally paid off the outstanding balance of a rip-off store card I took out with River Island 5 years ago and closed the account. Whilst looking at the back of the statement I noticed that the PPI I have should only have been sold if I was in employment, which I wasn't at the time, I was a student. I called GE Money to request the PPI policy, which they claim not to have a copy of, and when I requested a copy of all my past statements I was informed that a £3 charge PER STATEMENT would apply! I've read other posts on this forum and most people just seem to be sending £10 cheques for this service. Can anyone please help me out with this? Could I just send a reclaim letter without any paperwork to back it up? Any help greatly appreciated!
