if you go into the to help section (top right near my ebay) type in block bidders in the search section shoud get..
click on.
Managing Bidders and Buyers (Preapprove, Block Buyers or Cancel Bids )
then
Block bidders and buyers
then finally
Blocking a bidder/buyer
add the user id to the box and save, simple as that
