I know it is not really valid, but I ensure my son carried a scanned copy of his insurance/MOT in the car.

Why is it I have less time now I am retired then when I worked?

Today, BBC Radio4 "You and Yours" tackled this situation, while publicising the askMID web site.

I was only listening with one ear BUT the victim kicked up one hell of a fuss and later discovered that the Police were "totally out of order" in demanding the storage fee in these circumstances.
You should be able to "listen again" to double check my recollection.
(I am a pensioner but I'm still traumatised by being repeatedly treated as a criminal in similar situations to your son 50 years ago - tell him standing up for yourself is all part of maturity get him to make the official complaint to the complain authority if a reasonable phone call to the station does not do the trick. A letter to the Chief Constable by name might get a personalised apology).

I think I would send the payment (to get the car back) but make it clear that the payment is being made under protest and with no acceptance of liability.

Get the car back, and then make a written complaint, and kick up a fuss. But there is no point in compounding the issue by running up further bills while the dispute drags on, or worse having the car destroyed.
I'm a retired employment solicitor. Hopefully some of my comments might be useful, but they are only my opinion and not intended as legal advice.
