I think you also need to consider that it clearly states "Subject to Status" - or in other words, you are only eligble if they think so, so it doesn't matter how many of the critria you meet.

"To qualify for a free upgrade to Platinum Banking, you need to be a personal banking customer over the age of 18 and hold the following (subject to status)"

Ive spoken to an area manager and he assured me that it based on the products you hold (just like when u try to increase ur credit limit and they say they check ur credit score, they dont, they just check your payment history and account running)
  • At the time prior to applying I had the current account, platinum visa and gold mastercard. After having a look at their leaflets I found out that if I've taken out payment protection insurance on the credit card I would certainly qualify for Platinum Banking. So I rang Barclaycard and asked for PPI on the Mastercard, which I never used, hence it didn't cost me a penny. Then I visited the branch and asked to be upgraded and apart from the initial hickup the rest is history. Keep in mind that they vary the requirements from time to time and I was fortunate to catch them at a time where the leaflets they were giving to customers were saying one thing and their intranet another.

Ive got a relevant products, but my local branch is useless and dont even know what the products it. I cant change banks because i have a default on my file and i really like the online banking.

    ...

Please can your upgrade my account to “Platinum banking” with all the features including the Platinum Banking Connect Card!

I think the default may be your problem; Platinum Banking is, as the website states, available "subject to status". As Connect Cards are a risk product, the bank probably don't want you to have one given your default.

I deal with customers correspondance all day and anyone who writes a letter in the tone you have outlined does not receive any priority from me. I normally find it is better to be factual and keep the emotional side out of it. After all I am only interested in the facts and when you dealing with thousands of correspondance you just want to get to the meaty bits.

A suppose a minor result is better than no result at all!

A connect card is a million times better then a electron card! And 1 more step closer to a platinum connect card :D
