Windows Zero Config freezing in XP

Hi there, with my old ISP, new ISP and having tried 2 wireless adapters and 2 routers the above is still happening. I think it is a windows thing and to do with the above. Any ideas what do to??? I don't want to use the program my current adapter has it doesn't connect on startup
