Non-Surcharge ATMs on Madeira?

We have used ATM's in Funchal several times with a N/W FlexAccount card and have never been charged a fee.

Then Mastercard have changed their tune - or maybe been forced to. (There's been a lot of low level anti-trust legislation and class litigation in the US recently directed at CC companies). A year or two back they certainly at least attempted to impose such a condition on banks - I assume on the grounds that they controlled the international networks through which the tranactions passed.

The result is that the resultant 'more competition' means the consumer pays more - a bit ironic.
